Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO)- The Comprehensive Nuclear Test Ban Treaty will take effect if and when 44 of the nations listed in the Treaty's Annex 2 ratify it. By January of 2005, the treaty had been ratified by 33 of those countries, not including the United States.
